To answer your query about PhilHealth Registration, the Order requiring employers to register their employees with PhilHealth is Sec. 8 of DOLE Department Order 18-02, which states:<\/p>\n

Section 8. Rights of Contractual Employees. Consistent with Section 7 of these Rules the contractual employee shall be entitled to all the rights and privileges due a regular employee as provided for in the Labor Code, as amended, to include the following: <\/p>\n

a. Safe and healthful working conditions; <\/p>\n

b. Labor standards such as service incentive leave, rest days, overtime pay, holiday pay, 13th month pay and separation pay; <\/p>\n

c. Social security and welfare benefits; <\/p>\n

d. Self-organization, collective bargaining and peaceful concerted action; and <\/p>\n

e. Security of tenure.<\/p>\n

<\/p>\n

Philhealth and GSIS fall under Sec. 8 (c). The above rule means that regular and contractual employees must be registered with PhilHealth by the employers.<\/p>\n
